Dear Leader Thune and Leader Schumer: On September 15, the Senate has a choice: vote to protect American consumers and bring long-overdue clarity to digital asset markets, or allow an uncertain and inadequate status quo to continue. Congress has spent years working toward this moment. Members of both parties, congressional committees, regulators, staff, and stakeholders have devoted countless hours to hearings, negotiations, technical discussions, and difficult policy questions. That work has produced carefully negotiated compromises throughout the Clarity Act, including on complex issues such as stablecoin rewards and protections for software developers. We, the undersigned, are American consumers, investors, users, and participants in the digital asset economy. We need clarity and protection too. Americans should know what rules apply, what protections they can count on, and who is responsible when those rules are violated. A clear federal framework can provide those safeguards and give consumers greater confidence that the markets and products they use are subject to meaningful oversight. After years of debate, Congress has done the hard work of bringing competing perspectives together and developing a path forward. Walking away now would squander that progress and leave the more than 67 million American consumers who invest in and use digital assets exposed to the same uncertainty Congress has spent years trying to address. September 15 is a make-or-break moment. A vote for the Clarity Act is a vote to protect consumers, establish clear and enforceable rules of the road, and ensure that the future of digital asset markets is built in the United States and governed by a comprehensive American regulatory framework.
